Mark Bielang, former president of the American Association of School Administrators, outlines the research findings regarding the allocation and management of resources, including staff, time, money, and programs. Districts who effectively allocate and manage all their resources have an on-going improvement process, are highly intentional in their decision-making, He states that "if resources are not allocated effectively, student achievement data will not reflect the gains that effective resource management yields."
